Michael M. Menicucci is the founder and managing partner of Menicucci Villa Cilmi PLLC,
one of New York’s leading law firms with a focus on banking, finance and real estate development. A member of the New York State Bar for over 25 years, Michael launched his practice in 1988 after working with Federal and New York City elected officials. Today, Michael is one of New York regions foremost authorities on the legal details of banking and finance, including federal regulatory-compliance issues, residential and commercial real estate transactions, commercial litigation. While serving with Congressman Guy V. Molinari, Michael assisted with environmental law matters and legislative committee hearings on a national and local level. Michael has lectured with the New York legislators during the home foreclosure crisis in

Mark A. Villa is a partner at Menicucci Villa Cilmi PLLC, and handles a wide scope of real estate matters, including commercial and residential real estate transactions, refinance closings, short sales, construction and development law, trusts and estate and social security disability cases. Mr. Villa is licensed to practice law in all courts of the State of New York, and is also admitted in United States District Courts in the Eastern and Southern Districts of New York. Mr. Villa is a recognized authority on both real estate and trust and estate matters. He has been invited to serve as a guest lecturer on estate issues before several organizations, including the American Association of Retired Persons (AARP) and Staten Island University Hospital. Mr. Villa has been a member of the American Bar Association and the New York State Bar Association, and Richmond County Bar Association.
Mr. Villa is a graduate of St. John’s University where he received a Bachelor of Science in Accounting, was a member of the National Honor Society in Economics (Omicron Delta Epsilon) and graduated cum laude. Mr. Villa also graduated from the St. John’s University School of Law, where he received his Juris Doctor.
Prior to joining the firm, Mr. Villa’s auspicious career included almost 10 years of solo practice, preceded by his role as a partner in the firm of Vittorioso, Villa and Meltzer. Prior to that, Mr. Villa worked for the esteemed jurist, Supreme Court Justice Anthony I. Giacobbe (retired), in private practice, handling cases in such areas as real estate, criminal, matrimonial, and negligence litigation.
John M. Cilmi is a partner at Menicucci Villa Cilmi PLLC. Mr. Cilmi focuses his practice in the complex area of real estate finance, development and construction law, and lender’s services. Born and raised in New York City, Mr. Cilmi provides legal counsel to a diverse group of institutional and private lenders, as well as real estate owners, developers, contractors and project professionals and has done so for over 25 years. Mr. Cilmi has a unique understanding of the real estate industry from the assemblage of raw land to the financing, construction, and development of residential and mixed use projects. His experiences include participation as lead counsel on the development of a multitude of first-class hotel and office park projects geographically spanning from Hawaii to Bermuda. The experiences provided an invaluable knowledge of project ownership, syndication, zoning coordination, land acquisition, land assemblage, and management. Mr. Cilmi also maintains a practice concentration representing lenders in the commercial and residential lending industry. To compliment client investment needs, Mr. Cilmi created a unique and specialized practice in business formation and organization focusing on utilizing the assorted legal and financial advantages of limited liability companies, partnerships, and corporate entities. His accomplishments and expertise make him a leader in the field.
Mr. Cilmi is admitted to practice in the Courts of the State of New York and New Jersey, and in the United States District Court for the Eastern and Southern Districts of New York. Prior to joining Menicucci Villa Cilmi PLLC, Mr. Cilmi was the managing partner at Cilmi & Associates PLLC, a firm he founded, which focused on real estate and construction law. Prior to establishing his own firm, Mr. Cilmi was a partner at a prestigious and long-standing construction and real estate firm in Manhattan, New York.
Jeremy Panzella manages the litigation depart at MVC, which handles a wide scope of general civil matters and civil litigation, including: corporate litigation, contract litigation, real estate litigation, domestic relations, estate litigation and personal injury. Mr. Panzella is licensed to practice law in all Courts of the State of New York and is also admitted in the Federal Courts of the Eastern District and Southern District of New York. Mr. Panzella has had notable successes in New York State and Federal Courts, including appellate successes that have gone on to be cited in law journals, court decisions, and legal texts such as the New York Practice Series: Commercial Litigation in the New York State Courts, Williston on Contracts, Holtszchue on Real Estate Contracts and the American Law Review.
Mr. Panzella is a member of the Staten Island Trial Lawyers Association, where he sits on the Board of Directors, the New York State Trial Lawyers Association; the New York State Bar Association; and the Richmond County Bar Association.
A graduate of Brooklyn Law School, Mr. Panzella was the recipient of the Lisle Scholarship and various recognitions and CALI Awards in commercial paper and real estate/land use. He received his B.A. in English Literature, cum laude, from St. John’s University.
Prior to and concurrent with his law school education, Mr. Panzella worked for a firm specializing in personal injury, tort and negligence law. Immediately prior to joining Menicucci Villa Cilmi, Mr. Panzella spent several years running the litigation department of a boutique law firm on Wall Street, which focused on commercial and real estate transactions. Jeremy became a Partner of the firm in March of 2017.
Michael Amtzis received his undergraduate degree from the State University at Albany and his law degree from Emory University. He is a member of the Richmond County and New York State Bar Associations and is admitted to practice law in New York, New Jersey, Georgia and Florida. For the past 30 years, Michael has represented developers as well as private and commercial lenders in legal matters regarding real estate.
Michael’s representation of real estate developers includes all aspects of residential and commercial new construction projects, including preparation of condominium and homeowner association offering plans, acquisition and sale contracting, governmental compliance, project financing, joint venturing, leasing and tax savings.
Michael has also worked extensively with governmental and quasi-governmental agencies, such as New York City Housing Partnership, New York City Department of Housing Preservation and Development and New York City Economic Development Corporation, in all aspects of affordable housing including government participation financing as well as Federal Low-Income Housing Tax Credits and tax abatement programs. Michael’s commercial lender work has included representation of lenders and developers in acquisition and construction financing, lines of credits, SBA lending, permanent loans, securitized market financing and lender participation and financing.
Salvatore F. Calcagno is an associate attorney at the firm, handling various legal matters including residential real estate, commercial real estate transactions, commercial leasing, corporate and business law, banking, contracts, land development and private lending. Mr. Calcagno is licensed to practice law in all courts of the state of State of New York. Since joining the firm, Sal has proven versatile and elastic, expanding private lender portfolios, facilitating land use development, and fostering several large scale developments including projects in downtown Brooklyn and St. George in Staten Island for both private developers and corporate partnerships. Mr. Calcagno is a member of the New York State Bar Association.
A graduate of Touro College Jacob D. Fuchsberg Law Center, the College of the Holy Cross, Sal’s experience prior to his law practice focused on the music and recording industry as the Assistant Studio Manager to one of the highest grossing recording studios in New York City and as a private recording artist consultant.
Daniela Guerrero is an associate attorney at the firm, handling a wide scope of general civil matters and civil litigation, including corporate litigation, contract litigation, real estate litigation, domestic relations, estate litigation and personal injury. Ms. Guerrero is admitted to practice in the State of New York and is also admitted in the Federal Courts of the Eastern District and Southern District of New York.
Ms. Guerrero is a member of the New York City Bar Association, the New York State Bar Association and the Richmond County Bar Association.
Ms. Guerrero is a graduate of New York Law School. She graduated Lehigh University with a Bachelor of Science degree in Business and Economics. During law school, Ms. Guerrero held a judicial internship with the Honorable John A. Fusco, Supreme Court Richmond County, a judicial externship with the Honorable William F. Mastro, Appellate Division Second Department, and internships at the Kings County District Attorneys’ Office and Richmond County District Attorneys’ Office. Prior to joining the firm, Ms. Guerrero spent time at insurance defense litigation firms. She has worked on personal injury matters including premises liability, auto insurance defense, construction liability and labor law.
Brendan T. Lantry has been admitted to the practice of law in the State of New York since 2011. He focuses primarily on civil litigation, including commercial and personal injury litigation, as well as election law matters and commercial and real estate transactions.
Brendan is a former Assistant District Attorney in the Kings County District Attorney’s office, where he successfully tried several Criminal and Supreme Court cases. Brendan also served as Counsel to former New York City Council Minority Leader Vincent M. Ignizio, Legislative Aide to Senator Andrew Lanza, and District Director to Congressman Daniel M. Donovan, Jr. Most recently, Brendan worked as a litigation associate in one of New York City’s premiere medical malpractice defense firms, where he represented clients in complex medical malpractice actions and provided risk management counsel to hospitals, insurance carriers, and physicians throughout New York City.
Brendan received a bachelor’s degree from St. John’s University – Tobin College of Business and graduated with a Juris Doctor degree from St. John’s University School of Law. He currently serves as the Law Chairman of the Staten Island Republican Party, President of the Staten Island Chapter of the St. John’s University School of Law Alumni Association, and he sits on the Advisory Board of the Carl V. Bini Memorial Fund.
In his spare time, Brendan can be found on a golf course or at various civic, political and community events on Staten Island.
Anthony P. Palumbo received his undergraduate degree from St. John’s University (1995) and his juris doctorate from Brooklyn Law School (1998). He is admitted to practice law in the States of New York and New Jersey. Throughout his legal profession, Anthony has been successful working on various litigation matters including personal injury, commercial litigation, landlord/tenant proceedings and administrative hearings. Presently, Anthony has focused his attention on transactional business, such as contract negotiations, business sales/purchases and commercial and residential real estate closings.
Prior to joining the firm, Anthony spent seven years as a sole practitioner and preceding that he was a partner in a local law firm. Anthony also spent eight years as an adjunct professor at Montclair State University lecturing business law to undergraduate and graduate students.
Zhen (Jackie) Huang, Esq. is Of Counsel with the firm. Ms. Huang focuses her practice in real estate law and business law. For over 10 years she has represented the neighborhoods of Sunset Park, Dyker Heights, and Bensonhurst in Brooklyn, building a solid clientele and trust within the community. Ms. Huang negotiates and manages business transactions for real estate developers, homebuyers, lending institutions, small businesses, and real estate investors.
Ms. Huang has appeared frequently in the longest-standing Hong Kong newspaper, Sing Tao Daily and is frequently a guest speaker on the television show, “Living in NY.” Ms. Huang serves as a director for several non-profit organizations and hosts a monthly column for several local real estate magazines providing

Dina Malliae, the Operations Director of the Residential Lending Division for Menicucci Villa Cilmi PLLC, has 20 years of experience working with the firm. Dina is an effective manager with the skills necessary to direct, train, and motivate staff to their full potential while remaining dedicated to the continuous process of improvement in the face of rapidly evolving and changing markets. As a direct liason to the firm’s partners as well as lending institutions represented by the firm, Dina is the chief support of our residential lending department. She is a problem-solver and is able to achieve any goal that is set before her.
Mary Soyka, Esq. is Of Counsel for the firm. She brings years of experience counseling high net worth individuals, Medicaid planning, preparing trusts and wills, and serving as an administrator and guardianship fiduciary. Ms. Soyka is a Court Examiner, Court Appointed Attorney and Court Evaluator in Article 81 Guardianship proceedings in Richmond, Kings and New York Counties. Ms. Soyka also prepares and reviews judicial and non-judicial fiduciary accountings and the preparation of estate and gift tax returns.
Ms. Soyka began her legal career as a clerk at the NYS Attorney General’s Office before joining a boutique New York firm to begin her practice in Estates and Trusts, Medicaid and guardianships. Ms. Soyka was also an adjunct professor at Seton Hall University School of Law.
